The Department of Social Welfare and Development (DSWD) through the DSWD Academy hosted a Knowledge Sharing Session on Knowledge Management (KM) as part of the benchmarking for the 15 participants from the Department of Labor and Employment (DOLE) Regional Office XI from 19-20 February 2025 at the DSWD Academy facility in Taguig City. The event aimed to enhance DOLE Regional Office XI's KM practices by learning from DSWD's successful implementation of KM systems and mechanisms as a core strategy to enhance the DOLE Region XI’s existing knowledge management practices.
Before the sessions commenced, OIC-Assistant Regional Director Atty. Connie Beb A. Torralba expressed DOLE Regional Office XI’s recognition of DSWD as a leader in KM among government agencies and their eagerness to adopt shared knowledge applicable to their office. Ms. Rea Rose M. Salise, Labor and Employment Officer I, presented the status of DOLE Regional Office XI’s KM initiatives and accomplishments to establish the context being addressed by the benchmarking.
Day 1 featured discussions on DSWD’s Knowledge Management Journey and Mechanisms. Atty. Justin Caesar Anthony D. Batocabe, DSWD Academy Director, emphasized KM's role in improving public sector effectiveness. In addition, he provided updates on the DSWD Academy's newly renovated facilities. Ms. Norilix M. Razalan, Officer In Charge of the Knowledge Management Division, presented sessions covering DSWD's KM journey, challenges, and strategies. Ms. Allendale De Luna, Training Specialist III, and Ms. Jane A.Baldino, Training Specialist III, presented the components of the knowledge management (KM) mechanisms, specifically, the Core Group of Specialists, the DSWD Intellectual Property Policy, and the Knowledge Product Development Process Guide. Additionally, Mr. Christian Olan R. Dorado, Information Technology Officer II from KMD, provided an orientation on the KM Portal and E-Learning Management System (ELMS).
On Day 2, Ms. Baldino discussed the guidelines on Good Practice Documentation, linking them to DOLE Regional Office XI’s existing KM practices for better application and understanding. The final session featured a presentation from the DSWD Field Office-Caraga, led by Ms. Anafe Lecciones, Section Chief of the Capability Building Section, who shared the Field Office’s good practices and achievements in KM. She emphasized that a strong KM team is fundamental to a successful KM system.
The benchmarking activity provided DOLE Regional Office XI with valuable insights into DSWD’s systematic approach to KM and its role in improving organizational effectiveness. The session strengthened inter-agency learning, paving the way for the regional office to integrate knowledge management as a key strategy in its operations.
