DSWD Learning Facilities are knowledge hubs composed of various establishments. The most considerable in size is the training facility in Fort Bonifacio, Taguig City, the Social Welfare and Development Center for Asia and the Pacific (SWADCAP). Another one is the Knowledge Exchange Center (KEC) located at the DSWD Central Office which serves as the repository of information and knowledge related to social welfare and development and social protection. Last, but not the least are the DSWD Regional Learning Resource Centers (RLRCs) found in virtually all Field Offices. These also house and circulate the Department's growing collection of print and non-print materials related to general knowledge, social welfare and development, and social protection. RLRCs are considered as satellite libraries of the KEC, which provide basic services such as reference and information access as well as venues for learning and knowledge sharing activities.
