On June 7, 2024, the Securities and Exchange Commission (SEC) held a virtual benchmarking session with the Department of Social and Welfare Development's (DSWD) Knowledge Management (KM) system supervised by the Social Welfare Institutional Development Bureau (SWIDB). The virtual session was attended by three (3) SEC staff led by Knowledge Management Officer IV Ms. Portia Gema A. Abad, and six (6) SWIDB-KMD staff led by Knowledge Management Officer-In-Charge, Ms. Norilix M. Razalan.

Ms. Razalan shared the Department’s KM journey including the different challenges and opportunities on establishing KM; engaging leadership support; promoting KM to officials and employees through conduct of different projects and activities,  creating and identifying knowledge products for sharing. She also imparted the different initiatives in sustaining and measuring KM effectiveness.

Among other related topics discussed are the various KM mechanisms implemented by the Department, namely: (1) Knowledge Management (KM) Portal as the centralized platform for sharing knowledge and information; (2) Electronic Learning Management System or the eLMS for training and capacity building; (3)  Knowledge Exchange Center (KEC) as the hub for knowledge sharing and collaboration; (4) Technical Assistance (TA) Portal as the platform for providing technical assistance and expertise; (5)  DSWD Intellectual Property (IP) Policy which fosters the dissemination and distribution of the created knowledge; (6) International Standard Book Number (ISBN) application to maximize knowledge products, and (7) ongoing development of the KM Monitoring and Evaluation Guidelines for assessing KM-related initiatives.

Ms. Razalan also emphasized the strategic value of knowledge management as it enables efficient information sharing, improves decision-making, promotes innovation and continuous learning, preserves institutional memory, supports policy development, fosters collaboration, and enhances public services.

Like the DSWD, the SEC is equally committed to fostering a culture of knowledge sharing and collaboration among its stakeholders. As a key partner in this endeavor, the Commission is grateful for the Department's expertise in knowledge management and looks forward to integrating the valuable insights gained from the benchmarking session.

The DSWD KM Portal is a dynamic facility founded to promote the development and sharing of knowledge within the DSWD and its partners. The Portal has vast collection of DSWD Knowledge Products (KPs) and other learning resources on social welfare and social protection.
