Baguio City, 15 September 2025 – The Department of Social Welfare and Development–Cordillera Administrative Region (DSWD-CAR) formally relaunched its Regional Learning and E-Learning Resource Center (RLRC) at the DSWD-CAR Training Center, 40 North Drive, Baguio City. Mr. Jerry Julian,  KM Focal Person and Division Chief of the Innovations, led the launch of the RLRC. The event was attended by officials from the Central Office, regional unit heads, and representatives from partner institutions.

From the Central Office, Assistant Secretary Janet P. Armas of the Regulatory Services Institutional Development Group, Assistant Director Precilia Docuyanan of the DSWD Academy, Ms. Norilix Razalan, OIC of the Knowledge Management Division, and Mr. Jonathan Futalan, Librarian of the Knowledge Exchange Center (KEC), joined the ceremony. 

Assistant Regional Director for Operations Enrique H. Gascon, Jr. delivered the welcome remarks to official launch the RLRC.  The audio-visual presentation on the RLRC and its new library system was showcased. Assistant Secretary Janet P. Armas underscored the value of revitalized RLRCs in strengthening knowledge exchange.

The relaunch was highlighted by a ribbon-cutting ceremony and the introduction of the upgraded KOHA Library System, which enhances access to the collection. Partner institutions UP Baguio Library, Benguet State University Library, and Tebtebba Foundation Library were given special recognition for their contributions to the RLRC’s development. To expand its resources, the DSWD Academy also turned over new knowledge products for inclusion in the collection.

The RLRC–CAR is envisioned to serve as a dynamic hub for knowledge sharing, learning, and collaboration for staff, students, and partner organizations in the Cordillera region.

The DSWD KM Portal is a dynamic facility founded to promote the development and sharing of knowledge within the DSWD and its partners. The Portal has vast collection of DSWD Knowledge Products (KPs) and other learning resources on social welfare and social protection.
