The Heartbeat Information System (Heartbeat IS) is a regional digital innovation developed by the DSWD in the Cordillera Administrative Region to streamline case management and caseload inventory for the Pantawid Pamilyang Pilipino Program (4Ps). Designed to operate offline in remote, mountainous areas, the system replaced laborious paper-based recordkeeping with a centralized database that ensures data accuracy, real-time reporting, and secure information sharing. Between 2018 and 2025, the system recorded over 804,000 service entries and saved thousands of labor hours, resulting in significant administrative cost reductions. Recognized for its scalability and efficiency, Heartbeat IS serves as a vital tool for monitoring beneficiary progress and supporting data-driven decision-making for social development interventions.
